MOE: open xcode editor iOS deployment target is not synchronized with Xcode

open xcode editor has 3 pages, one project, one XXX, one XXX-Test.

my Xcode is 9.2, iOS support up to 11.2, but open Xcode editor iOS deployment target can choose only up to 10.0,
